Iphone Data Transfer

I have recently bought a new phone and i would like to transfer the data from my old iphone seven to my new iphone Xr but i cannot backup my icloud on my iphone seven because i have ran out of storage and the information to purchase more storage on a card is not working. So i was wondering, can i still do the wireless bluetooth transfer of data between the phones without having to back up the data on the iphone 7, or is that the only option for me to recieve all the data on the XR.

I am also aware of the fact that i can transfer the data from my phone to my PC but to do that would i need to back up my Icloud also?.
