I purchased an apple watch from a second hand party and I am trying to set my watch up and the person I bought the watch from has removed the watch from her icloud but it will still not let me set up? what do I need to do?

The person that you bought this watch from needs to follow all the steps in this link;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down to experience.
