How do I enter family members to add them to family sharing

Yes, each member needs their own Apple ID. If you are sharing Apple IDs then Family sharing is rendered moot, since the Apple ID already has access to its own purchases regardless of what device its signed into. The entire point of Family Sharing is to share content with different people that have different Apple IDs.
