I am in Iran and I want to deactivate my massage. I have changed my phone from iPhone to Samsung.

You have a problem. There is no Apple support in Iran and never has been. Apple does not do business in Iran and never has. Thus iMessage isn’t supported in Iran. If the automated sign out page doesn’t work for you, then I doubt there is a solution while you’re in Iran since there is no Apple support in Iran.
