I bought an Apple Watch off of someone else but it’s asking for their Apple ID. I contacted them and they no longer know the password to that Apple ID is there anything I can do for this or will the Apple Watch not work at all now?

The person that you bought this watch from needs to follow all the steps in this link;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down to experience.
