Sharing a collaborative note to another iPhone from mine

I need to share a collaborative note with another iPhone but their phone gives a message saying they need to turn on their “notes” in iCloud settings. When they go to the iCloud settings “notes” is not found on the list like it is on mine yet the app IS installed. Do they need to be on the same family sharing to get the note?
