I increased my iCloud storage and it said I could share it with family. How do I add my husband’s iPhone to my paid storage plan?

You can share your iCloud storage with Family Sharing.
In the Settings app, tap your name, then tap Family Sharing. From there, tap Add Member to send your husband a link to join your iCloud family.
