How to change the Speech voice in Text to Speech

I am trying to change the Text to speech voice for reading web pages through the speech option. For this I changed the voice in the system preferences and accessibility, but this doesn't change the voice of the speech. There are no YouTube tutorials as well, I saw a youtube tutorial, and apparently that person also seems to have the same problem, so he changed the approach to converting the text to recorded audio file. That is nasty way around. Is it known issue, or am I a following wrong steps? I have OS Big Sur, and latest 2021 Mac Pro 13" M1 chip.

I believe this is a bug in the Mac book Pro Big Sur. Follow these steps:

  1. Open any web browser
  2. Select some text and right-click
  3. select Speech from the menu, the default voice is some male voice.
  4. Now go to accessibility and Chance the voice from "Spoken Content" to Siri 1 (Female voice)
  5. Now go back to the browser, and select some text->right click -> speech
  6. The voice is still same male voice and we still can't hear the new voice for the speech
