If I press “delete backup” after being in the iCloud storage tab, will it delete any of the things on my phones that it already has backed up such as pictures, contacts etc? Or will it just delete the backup on iCloud and then I can backup what I have now to get it all backed up, correct?

Deleting a backup as described in Manage your iCloud storage - Apple Support only deletes the backup of the device you select; it doesn't delete anything from the device and you can then do another backup if you want.
