A cell phone repair center cannot "fix it". There is no fix. Activation Lock is an anti-theft method and it cannot be bypassed.

You can't, unless the previous owner unlocks it, it is useless to you.

If you could simply bypass an Activation Lock, having such a lock would be useless.
