Family sharing

my friend purchased mac mini M1 chip in Jan and had logic pro preinstalled in it. Now when he is trying to share it with me via the family sharing option, it is not allowing him.

family sharing is not a mandatory thing developers needs to support

if one use app store it should list of the app in question support family sharing
