Thanks Roger. I see that Pages can convert documents to PDF so assumed Pages would also open PDFs.

Pages is not a PDF reader. It will allow you to drop a single page PDF onto it and it then becomes a document object that you can rescale, position, but not edit.
If you have access to MS Word v16.31 or later, you can open a PDF in it and convert it to a Word DOCX document. That Word document can then be opened by Pages which will then translate it into Pages document format. Of course, if one has access to Word, it should preclude using Pages in the first place.

I have to say I don't see this on Catalina: dragging doesn't work, and the PDF is greyed out iin the Open dialog.
Of course, the PDF will be grayed out in the Pages open dialog as the application cannot open it. You do not drag objects from the open dialog into Pages anyway. Close that dialog. Drag and drop a one-page PDF from anywhere in the filesystem onto the open Pages document instead. That has worked for years.
This is because Pages doesn't open PDFs. You can do this in Preview: you can't edit them there but you can copy out the text.
