So I purchased the .99¢ a month 50 GB storage for my iCloud, but for some reason it keeps charging me $16 a month?? I just noticed this today, how long has this been going on?!

Has this happened to anybody else? How do I fix it/get a refund?

First, see if you can determine what the charge is for. See every step in If you see 'apple.com/bill' on your billing statement - Apple Support


Then either cancel How to cancel a subscription from Apple - Apple Support

or cancel and request a refund Request a refund for apps or content that you bought from Apple - Apple Support

or contact Apple Support as described in If you see 'apple.com/bill' on your billing statement - Apple Support
