My Apple Pay keeps declining my kids purchases even though family sharing is turn on.

My family sharing is set up correctly with my bank card attached. My daughter cannot make any purchases through Apple pay. Apple says it’s the banks problem. The bank says it’s an Apple problem.

If yes, is the issue happening to all devices?
