How do I gift an app using only Apple store credit?

I have been trying many times but it just won’t work, if I try to buy and gift an app for 5 dollars it says that I would need a payment method to do so, and I have been trying to use store credit but it wouldn’t work.

In-app purchasing with gift card. I have $25 in Apple credit from a gift card, and I would like to make a purchase with it. I know I have enough to buy it because the purchase is $9.99, and with $25 I have enough for that and any other taxes or fees that may be included, this is a one-time purchase so it is not a recurring fee. But when I go to use the gift card it says I need to verify a payment method when I know that the payment method IS the gift card. I have a debit card but do not want to use it for these types of payments especially when I know that the gift card will cover the entire thing. What am I supposed to do?
