Regulatory on iphone

I have several foreign countries listed in the regulatory certificate section. Someone told me this is how scammers are getting my information. Is there a way to delete these or change to United States only?

Scammers I have just purchased a new secondhand device iPad mini, when trying set up device Apple send me an alert to say that the device being used in northern Ireland and I live in south west of England. Is normal?
