I had this app "moqo view" for my endoscope but since setting my phone to off load unused apps I can't reinstall it because that app is no longer available on the app store, help please!

It wouldn't have worked - apps are tied to the Apple ID of the purchaser.

Developers can make the decision to either add or pull their apps to or from the App Store, or it's possible that apps can be removed for various reasons by Apple. We'd recommend reaching out to the developer to see if they have plans to have their app added to the App Store again, or you can search the App Store for an app with similar functions as that one.
