Any iPad still running iOS 9 is, at least, 9-years old, now.
These old iPad models are too old, too underpowered and obsolete.

The “A” model number can be found on the aluminium back of your iPad, in very small print, right under the larger bold print “iPad” on the iPad's back.
A 4th gen iPad and 1st gen iPad Mini came out in Sep 2012 and are both 9-years old, now.
If it's a fourth generation model, yes. These originally shipped with 9.0 and are six years old.
Aside from versions only released for older units, an iPad would need to be running an iOS version earlier than 8.1 to tell for certain just through the number.
