I’m trying to add iCloud storage but when I go to buy it, it says that my account has been disabled in the App Store.

Apple says if you see this message, "there might be a problem with the payment method that you have on file" Apple Support is the only one who can fix this for you. That’s typically an indication of a “problem” w/ the registered payment method. (e.g. expired credit card)
Contact support as instructed on-screen.
