Have older ipad mini - forgotten passcode and apple id and password used to set up

Have removed device using FindmyPhone - but still unable to set up new user id and passcode with current apple ID and password - no longer have purchase documentation - purchased over 8 years ago.

I forgot my apple Ipad passcode. I also forgot the password for my icloud account. I like to abandon my icloud account and set the ipad mini back to factory reset. I have a new icloud account now. How to reset my ipad mini to factory settings without any ties to my old icloud account which I am not using. I am getting frustrated with apple reset instruction. Need help. It looks like there is no way to get around my old icloud account in the 1st place.
