Safari cannot be deleted.

Do you have Screen Time enabled, or have any profiles loaded?

Your iPhone is apparently running an older iOS 13 version, which usually means the iPhone lacks sufficient free storage, and that condition can then cause various other problems, so first try an update to iOS 14. You might have to free up some storage, and then connect to a computer to update, if your storage is low. Here is how:
