Hello ~ It is always best to indeed contact iTunes when you see this message usually this is Apple’s way of telling you there may be a problem with your account or something along those lines. Go ahead and contact them or go to upper right hand corner and click on Get Support from this page. Similar advice if you see message in link below:


Your account has been disabled in the App Store - Apple ...
