How do I overcome 'The application “Preview” does not have permission to open “file”.'

I got a similar error when my pdf file in preview wanted to open a video file. The pdf was created in Omnigraffle, and links to an mp4 file The application “Preview” does not have permission to open “Omnigrafflexxxxx.mp4”.

The link in the pdf reads: file:///Users/peterxxxxxx/Google%20Drive/CATxxxx/xxxxx/LATEST%20OUTPUTS/OmnigrafflePlotSamples.mp4

When I searched for this form of message, I got the following. Which does not help.

The normal situation would be to open the mp4 file in Quicktime Player.

Try copying the pdf to a folder in your mac instead of being in google drive. Any difference?

Preview cannot open mp4 files, or video files in general.

Thanks for your advice.

I shared the URL of the video file from Google drive, and put that into the Omnigraffle ACTION field.

Then the file open in Google drive, and the video player attached to Google Drive works. Good enough for the time being.

That works.
