I can't add a new payment method for iTunes

I couldn’t add new payment method as my Visa card stopped and I have pending applications. I have money to pay to the store due to the subscription of old applications

Ah, you omitted to provide the key component about the context of all this. :-( Ask Apple what to do:

If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

the problem still unresolved, as it needs to change the country or region. This is can’t be done due to the unpaid purchase. No other Visa card from other countries can be added
