What do I do when "iforgot.apple.com" link doesn't give me the option to change security questions (as page claims), only change password?

There is nothing on the page that indicates that you may change your security questions. Security questions are changed by logging into your Apple ID (https://support.apple.com/en-us/HT201363). iforgot service only assists in resetting your password or discovering your Apple ID.

Not true - if you go to https://iforgot.apple.com/, you'll see a picture showing 2 options, change password & change security questions; I'd just switched to 2-factor, so I didn't see the latter & didn't know it was either/or.
Do you use 2 factor authentication with your AppleID? If so, you don’t have security questions any longer. Enabling 2FA deletes your security questions and answers as it replaces them with a better security model.
