Why cannot I download free apps?

because I have not used the apple store since my Ipad has been rebooted I get a screen that askes me to fill in details.

I will not give my credit card details and have no mobile phone but the rest I fill in. Then comes the message reading to contact you?

I have no intention of buying apps all I wish to do is download an app that will allow me to join ISCA Exeter Bowls centre
