Does the bright spot appear in a screenshot? Comparing a screenshot with what you can see on-screen will help you to determine whether or not the bright dot/spot is a screen artefact - or something else. 


Take a screenshot on your iPad – Apple Support


When comparing the screenshot, rotate the screen between Landscape and Portrait orientation; this will ensure that the screenshot image, when viewed, does not overlay the same area of the screen. If the bright dot/patch is visible in the screenshot - but moves relative to the physical screen as you switch between screen orientations - then the issue is software related and not a screen defect. 


If, however, the bright area remains in the same location of the screen - then you may have screen issue. If you are able to take a photograph with another device - and upload it here - it may be possible to offer additional comment.

The purpose of you taking the screenshot, as described in my previous reply, was for you to make a comparison on your device.


As you have posted your screenshot here, I presume that you intend to illustrate that the bright does not appear in the screenshot. In absence of an actual photograph (taken with another device), we can only assume that you do have a screen issue that may require repair.


Again, without more information about your iPad model, it is impossible to provide definitive guidance. That said, reports are occasionally seen in these communities of complaints of brighter patches appearing on screens of iPad Air3 and the iPad Pro 10.5” upon which it is based. These bright patches are typically located about 1-1.5” above the physical Home Button.
