Are you concerned with just moving passwords stored in your Apple KeyChain - or all data from old to new iPad?
If you are only concerned for your Keychain, you simply need to ensure that both devices are signed-in to iCloud with the same AppleID - and enable Keychain in iCloud for both old and new iPad; your passwords will simply synchronise via iCloud:
Settings > [Your Name / AppleID] > iCloud > iCloud Keychain - set to ON
