If you’re looking to perform speech recognition on recorded audio, there might be an app or service for that.
The Microsoft translation app can (try to) recognize audio speech, but does not have a path to transcribe audio file.
There are services which can transcribe audio to text, and there are dictation and transcription apps available in the app store.
