How do I keep flagged messages in the inbox?

iMac 21.5″, macOS 10.13

Flagged messages are simply flagged - they are not moved unless you move them or rule (or third party app) moves them.

So, if you flag a message that is in your INBOX, it will remain flagged in your INBOX (albeit now read instead of being unread)

What are you expecting/wanting to happen?
