That's correct. And if you actually took the time to READ the message in the screen shot you posted, you would see that you MUST be connected to WiFi to update over the air.
It's not just a suggestion...
As shown in your screenshot: you need to connect to a Wifi network.
You also need to charge the battery and preferably leave it connected to the charge circuit.
Yes, we can see that. We are telling you that you can not update using cellular data. You must use a Wifi connection.
