How can I look at old text messages on iCloud

You cannot. Messages are not backed up to iCloud, just synched amongst devices using iCloud. If you delete a message, it is deleted everywhere, forever. You may be able to recover a message by restoring your phone from a backup made to a computer if you do NOT use messages in iCloud. of course, that's at the expense of anything new since the backup was made.
