I changed my country I need to download some local app therefore I need to change country but It’s not possible with current balance. I cant empty my Apple ID balance because it’s too low to spent. How can I empty my ID balance or change country without any obstruction?
Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
