Develop Apps on Windows

Today I wanted to do some research into developing apps for the IPad.
So I went to the apple site to look what kind of development tools there where available.
Before using the SDK I needed to create a apple development account to become a registered developer.
To my dismay I discovered that these development tools can only be used if you have mac os x snow leopard.
I find a little bit absurd that i need to buy mac os x just to learn and start developing some application for the ipad.

So my question is: Is there any way to develop these apps under windows ??

Laptop, Windows 7

No. The SDK is for Intel-based Macs only. The kit requires the frameworks only available in Mac OS X, among other reasons, for the simulator so you can test your app.

If you want to develop for any of the iOS devices, you'll need a Mac running Mac OS X. If you shop around, you can find an early Intel iMac or Mac mini quite inexpensively. It won't be the fastest, but it would be sufficient for developing iOS apps.
