Can't download Books to iBooks on my MAC

See your books and audiobooks on all your devices in Books on Mac:

Says:

• On your Mac: Choose Apple menu  > System Preferences,
• click Apple ID, then click iCloud.
• Next to iCloud Drive (make sure it’s selected), click Options, then select Books.

And

1. In the Books app  on your Mac, choose Books > Preferences,
2. click General, then select “Sync collections, bookmarks and highlights across devices”.
