I understand that a new Mac running Big Sur will be able to transfer data from an older Mac running Catalina. Am I correct in assuming that data from a Catalina backup is able to be migrated to Big Sur?

Just be careful about Migrating anything other than User Account especially if Migrating from Intel Catalina to Apple Silicon M1 Big Sur.
Applications that work on Catalina do not automatically translates to work on Apple Silicon M1.
