Someone from another state signed into my apple id account. How do I make sure that they are completely logged out and how do I make sure that no one else is signed into my account from any other place?

View your Devices:
View the devices associated to your account. If an unknown device shows up, then that is their device, presumably. Go here to find out: Check your Apple ID Device List to See where you're Signed in - Apple Support. Anything look suspicious?
Modifying your Credentials:
If someone is logging in, then the have your credentials. So most certainly consider modifying your credentials, immediately, starting with a new password.
