I freed up storage on my SE now 20 out of 64 used but it still says not enough room to back up. I turned it off and on to update but it is still not working.

A message referring to insufficient space to backup your iPhone would refer to the available space on your iCloud storage service (or computer if you are backing up locally), and has nothing to do with the space on the iPhone. Buy more space to upgrade to a larger iCloud storage plan.
