can an Air tag be registered to more than one device?

Airtags are not associated to devices. As mentioned, they are associated to an Apple ID. Any device logged in to that Apple ID can then track the AirTag.

Apple ID’s should not be shared. AirTags are for individual usage and cannot have shared tracking between different people.

An AirTag is associated with one Apple ID. One person should be associated with one Apple ID.
