Apple TV every time I used the app it promos the “download” no the main screen and it wouldn’t let me sign in

It appears that your iPhone is not online, or that the TV app is currently not allowed to use cellular data.

Verify your settings for Cellular, and which apps are allowed to use cellular data.

Additionally (and weirdly not connected to the former), the TV app has its own setting for cellular data use.
