Remove any Chrome add-ons or Safari extensions and then quit the browser. Launch the browser with the shift key depressed, and then remove all browser cookies and history items. Quit the browser.

Install the free, trial Malwarebytes for Mac and run it to check for adware/malware and remove any that are found. Reboot your Mac. Launch either browser to the website that you were on when the pop-ups began. If this continues, then it is deliberate website coding and just avoid the site. If the popups are gone, then it was malware, malwarebytes did its trick, and you can add back the browser add-on/extensions one at a time to see if they are also the source of the pop-ups.
