How do I get Apple to release payment for my acct with Netflix or release the subscription? In my settings it does not show Netflix as a subscription but for some reason it’s blocking me from paying Netflix…???

Netflix subscriptions are not normally managed through the App Store.

It used to be an option, and you may be grandfathered in, in which case it should continue to work, but ordinarily payments are made directly via Netflix's site.
