No there is no way to restore your phone except to erase it. Think about the privacy implications if anybody could pick up your phone and get into it. You will need to restore the device using a computer. The process will erase the device. Later you can restore your data from a recent back-up. Instructions in the blue link above your name on this page.

The reason for the problem is that whereas the Apple ID password is stored (securely) on Apple's servers (obviously it has to be so that you can access your ID and iCloud) the passcode is stored only on the device. This means that as the only access to the passcode is in the device, when the device is locked, there is no way round it. Only by erasing the device can you open is: its contents can be restored if you have made a backup (something which should be doe as a matter of course: data should never be kept in only one place).
