If I add more iCloud storage to my iPad does it also connect to my iPhone or do I have to upgrade on the device that I want to add the storage to if they both have the same iCloud

iCloud storage is online storage. It does not expand the physical storage on any device. iCloud storage is tied to your AppleID, not any particular device. So any device you use with the same AppleID will share access to your iCloud online storage.
