App updates can only be done with cellular data if they are under 200 MB; otherwise they require Wi-Fi. iOS updates cannot use cellular data unless you have an iPhone 12 with a 5G connection. If that is not your question please explain.
I tried downloading the software, and there was the option to download/install the software update. It was about 3.6Gb and it started downloading and took a long time but eventually got interrupted, possibly because of bad network connection. But today I visited an expert who upgraded my phone to iOS 14 using his laptop thinking it would stop the software updates from consuming data but it did not stop it.
