Correct, but only for the following:
Only Big Sur (11.6) and Catalina (Security Update 2021-005) are security updates for macOS. There is a Safari 14.1.2 Security update for Mojave, that updates the existing Safari 14.1.2. Otherwise just iOS/iPadOS 14.8. and WatchOS 7.6.2 received security updates.

Agree with @ Eau Rouge but if not presented with the update - give it some time as in days or maybe weeks for Apple to eventually offer the Update as a Standalone Update usually available from https://support.apple.com/en_CA/downloads/macos
The Pegasus - from News reports is targeting iPhone and other cellular devices. iPhone uses iOS and reports say Apple has issued a patch to fix this issue - iOS 14.8 . Apple Computers use macOS and that is a different OS from iOS.
Unless there are specific creditable and reliable reports of the Pegasus Spyware targeting macOS - would not worry - for now.
Besides - unless the person is in a High Profile Type Function / Job - from the same News Reports on Pegasus - generally Joe Public is of no interest to them, we have no value.
I haven’t been able to find a download link for the Mojave Security Update for Safari. Where can I find it?
System Preferences> Software Update.

Safari updates are only available through the System Preferences> Software Update mechanism,
so where have you been looking.
