Can’t set up Apple Pay

How can I set up Apple Pay when it keeps rejecting my new ID? I’ve called Apple Pay to no avail. I’ve even reset my phone. No help. I’ve tried it a dozen or more times to set it up, I’m getting no where!

Apple pay won’t set up i cant use my apple pay. if i try to access it, it says i need to set it up, so i’ll click “set up” and the first time i do this, it’ll take a little while then say it’s said up. but i’ll try to use it and it says i need to set it up. so i do the process over again and with a quicker response a notification pops up and says “apple pay is temporarily unavailable”. this all started when i got a new phone and apple pay still works perfectly on my old phone (not sure if this is useful)

I can't set up my Apple Pay I cannot set up my apple pay through my iphone for some reason. It says an error accured while setting up Apple pay..how else can i set it up? [Re-Titled by Moderator]
