Apple does NOT create emoji. The Unicode Consortium does.

This is a user-to-user forum; no one here can answer a question that begins “Why”. The Unicode Consortium (unicode.org) defines emoji, so they are who you have to ask. But the reason might be that Kurdistan is not recognized as a country, it is a geographical region by international definition. Kosovo is in a similar situation.
The Unicode Consortium has created an emoji for it, but no device manufacturer has implemented it. Contact the vendors.
