Clicking on link in Mail won't launch Safari

My wife has a 2020 MacBook Air, 11.5.2. When clicking on a link in Mail, Safari won't launch. She needs to launch Safari, create a new tab, go back to Mail, then the link will work. What I have done so far:

  1. Completely cleared the cache and cookies.
  2. Did a complete system re-install.


In each case, clicking on a link in Mail would work a couple of times, then stop.


Any help would be greatly appreciated.

1 - go to Mail's General preference pane and make sure Safari is set to the the browser of choice:



If it is and is still not working correctly do the following: boot into Safe Mode according to Start up your Mac in safe mode - Apple Support and see if the problem persists. Reboot normally and check again.


NOTE: Safe Mode boot can take up to 10 minutes as it's doing the following; 

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts 

• Deletes font caches, kernel cache, and other system cache files
