Software update failed
Can I fix my device without connection to pc with the message “ you can’t receive or make calls or messages until mobile data update.

Welcome to the Apple Support Communities. From your post, it appears there's an issue with updating mobile data. We'll do what we can to help.
That message is specific to mobile/cellular data on the iPhone. You should be able to do it from the iPhone itself: Manually update your carrier settings on your iPhone or iPad
